Many current Asian made hubs have "rubber" "seals" that float on the axle just outside the shell's dust caps. These "seals" can cause a soft and quiet squeal or chirp. A drop of light lube between the "seal" and the hub usually solves the sound. .
Not directly related to the OP's question is that I wonder if the shop bothered to adjust the hub bearings. Not that the usually as un boxed bearing adjustment being too tight will cause the noise but, if not adjusted, it's an indication to the short cuts a shop can take during assembly to reduce the time to build.
