..if you are on a budget, I would remind you that there are a lot of tools sold by bicycle specific suppliers, that are more expensive than the same tools in equal quality from places like the Home Depot (and even *gasp* Harbor Freight. Thus, metric wrenches, sockets, and Allen wrenches from Home Depot or Harbor freight seem to work as well for home use as anything else.
There was a time when Chinese hand tools were kind of crummy, with poorly hardened or tempered steels. That appears to no longer be the case.
I agree that the best way to acquire bike tools is to buy them by the job. Thus, postpone buying cable cutters until you start replacing cables and housing (which is something you will do pretty early on.)
Buy wrenches in sets, not individually. And there is a lot more metric hardware available now in hardware stores and at the Home Depot, which is universally cheaper than identical stuff bought from bike suppliers online.
Jagwire cables ought to be good enough for just about any use. We used to sell them at cost at the bike co-op here, so if you can find one of those nearby, they will also probably have some tools that are expensive to buy, but as a person just maintaining the family bikes, don't make sense to own yourself.
