Torelli bike

I was thinking to build a bike with straight bars, for the coming season, to go around when I need.
I had this Torelli frame and fork which is not looking too nice, it has a lot of scratches and ugly touch ups.
So, I put on it whatever I have around: has a Campagnolo crank set, Shimano 600 tricolor derailleurs and shifters, Modolo Speedy brake calipers with red levers, SR bars and stem, Brooks seat.
The wheels are Mavic with Ultegra hubs, glued tires.
I have no idea how much are costing there tires and how to replace them, so I am thinking to replace the wheels with a 700C set.
The bike has 22 lbs, "as is".
The frame and fork are Columbus EL.
