The S/N indicates January 1993 and the format is consistent with Hodaka of Taiwan.
BTW, I checked the 1990 literature and there was no Spectre model. The Deore LX model was the Elite and it mentions eponymously branded handlebars, stem and pedals. It turns out that I also have 1991 and 1992 price lists. The Deore LX model in 1991 was still called the Elite, at $779 CDN. In 1992 there was a model with a DX/LX mix called the Pulse, at $863 CDN. Sorry, I don't have anything for 1993.
