I concur. Moto was my first thought as well. The oddball jumble of headset parts and the curve of the fork tell me we're most likely looking at something French. The paintjob is très "moto". The shape of the witness mark where the head badge used to be is a pretty close match for this shape:

I think scarlson is correct regarding the head badge and I believe that Motobecane stopped using that style badge in 1973 perhaps carrying into early 1974. The fork crown is also consistent with an early 70's bike. The mismatched parts in the headset made me wonder about a fork swap but the color and condition of the fork match the frame.
