Yes. That bike was designed with clearance for fenders. The question is how big a tire volume you can fit with fenders. The tires that are on there have a generous volume and there is clearly room for fenders. Take a good look at trekking bars. I mounted a set on my 1992 Trek 950. They're great and cheap since the original brake levers and shifters will mount on them. Think of them as a dropped bar squished flat.
