Not sure how much you need, but I've used silicone tape for different projects. It will fuse to itself without permanently sticking to other materials. You could probably build up the thickness you need. A forum member picked up a storage unit full of this and was moving it on here. I've used it to finish off bar tape, chainstay protectors and as rim strip. Might work...
