That's not my area, but absent some legislation, I believe an insurer can put whatever exclusions they wish in a policy since insurance policies are just contracts between the company and the insured. The insured always has the choice of whether or not to buy the policy.

Boat policies don't have to cover racing. Car policies don't have to cover offroad or track use. Medical policies can exclude pregnancy. Etc.
