It's probably that the changes in properties, and where they're located are trivial. For example, if the broken part of the bike is supposed to be pretty much just stiff, that's probably easy to replicate. If it is supposed to be more compliant (let's say a seat stay), the repair might not be as compliant, but the change is not noticeable because it's just a small portion of the whole span of the stay. And the reality is, most of us riders don't notice anything more subtle than the overall feel of the bike pertaining to contact points and fit, or the tire size and pressure... you know the obvious things.
