Anytime, most of the chain auto parts carry it. The fiberglass brush cleaner tip can be a game changer. I used them to clean up eyeglass frame solder repairs where I worked long ago, they were a bigger better version but these can work wonders with some patience and they will clean the rust without subjecting the rest of the paint to chemicals.
