That’s a removable dust cover. Under it the bearings have seals toward the outside. There is also an o-ring seal under it at the outer edge. This stretches easily if removed for service. I just serviced my Ultegra 6600 bottom bracket. Yes I know it’s not supposed to be serviceable.
