Anyone who lets their dog run outside their property is not caring for their "pet".
I agree. I am a dog person myself and I would never let my dog out. Actually my dog is a 4lbs Chihuahua I also take him with me when I go on rides. I have a special bag. He likes it.
Sometimes when other dogs are nearby he starts barking and pedestrian always look puzzled trying to see why my bag is making barking sounds.
