The C is used to indicate that the rim bead seat diameter is 622 mm. B would give a 635 mm BSD, and so on...

700 is intended as the outer diameter, and to keep that constant, while making tyres wider, you have to make the rim diameter smaller. That's why the "C" in the name is necessary. Although, I have a feeling the other sizes are uncommon enough to prevent any confusion.
