Here's my completely subjective recommendation: get the headset first, that keeps the frame and fork together nicely

Then, get a stem, handlebars and seatpost (in whatever order you like). Once you get those on the parts will start to look like a "real bike", and you'll have motivation to carry on building it up. If you get the wheels after that it'll really look like it's starting to come together.
