It is perfectly reasonable for a club to require helmets and waivers to be signed on the other hand I would not want to do business with a club whose leaders are so incompetent that they failed to notify you of such requirements before you show up for the ride
The OP can correct if I'm wrong, but it sounds like he just turned up. Not sure how they'd notify ahead of time.
