If this were a standard lugged frame, $1K sounds reasonable. But this one is fillet-brazed with lovely lines, and there aren't too many framebuilders capable of this level of work. I'm voting north of $1K, maybe 1.5K.

As far as outlier size and maximizing the audience, you only need one new owner to make a sale. The work speaks for itself.
