Couldn't possibly be the tires. I had them blowing off my rims at 75 psi. One of them I could never properly mount on multiple rims with dozens of attempts. I have also have many good ones. They are the only tires I can recall not being able to properly seat the bead.

I would try mounting them on another set of rims. It could be the tires although unlikly
