...and you didn't tell us what size the Trek, and which model. Measure from the center of the crank (spindle) up to the top of the seat tube (level with the top edge of the top tube). While you're measuring, measure top tube beginning at the middle of the seat tube joint and ending at the middle of the head tube. Those two measurements would help. Measure to the nearest 1/2 centimeter, please.

As for you, 5' 11" tall? Do you have normal body proportions, or would you say that you have longer legs or a longer torso?

Until it can be ruled out, I'm leaning toward fixing up the Trek. It'll stay within your budget, and you already have most/many of the necessary parts. PG
