That gave me a thought. What if you cut an old tubular rim through with a hacksaw as you say and then rivet on a piece of angle iron then put a bolt through it to act like an embroidery hoop except that the bolt will be used as an expander.

This would allow getting the tubular on relatively easily and then expend it up to it's normal size or just a mm or two beyond that. Then inflate and wait.
