No, this also serves as a vent tube in most tanks and will stop the flow of fuel from air lock as the fuel level goes down. You can get one way valves that fit inline between the overflow tube and the tank. Prevents overflow but allows air in. Something like this just as an example from a motorcycle site. May or may not be the correct diameter tubing for your use so you'll have to do a little research.
