I just replaced the pads in a few set of brakes. I clamped the rubber pad in the vice, which keeps them from bulging and binding on the shoe. Then I use a small block of wood placed against the shoe ( not the threaded post) and gently tap the wood block until the shoe slides off the rubber pad.
Installation is the reverse.
You may want to soak the old pads in hot water to loosen the dirt first.
I thought of that solution before I looked at any responses here - Yes that is what I came up with also, but I should have thought about using wood instead of steel
