I have been under the impression that UCI requires at least two riders on the team roster be from the country the team claims to be. Don't know if that's true, but it's been the subject of controversy ever once in a while through the years. Some wanting more home country riders to be required and other saying none is enough.

I don't know if there is any requirement that they be in the make up of any team actually doing a one-day, tour or grand tour.
