Just acquired a bike the other day and it shifted fine when I tried it out.

Now the LEFT sti shifter does not engage. Its stuck on the large chainring.

when I push the lever to change moves fine, but does nothing to engage, move the FD.

Also, the cable is VERY taught. Tightest that I have ever seen.

There are adjusters on the downtube but cannot move them by hand.

The bike had been sitting for a while with no use.


Should I use a pair of pliers to loosen?


Should I loosen the cable by undoing the bolt so its completely loose?
