From your picture, it doesn't appear that the chip extends to the bearing race or the surface that will interface with the fork crown. Provided this is true and the pictures don't deceive me, I cannot see why it would be a problem.

There might be a greater chance of dirt ingress because the black sealing material is exposed. If I were you, when installing, I'd try to position the chipped portion above the shoulder of the fork crown (i.e. off to the side, rather than front and back), so that it's not above the tire, so it doesn't end up picking up grit thrown up from the tire.
