I don't think that you were too passive in the matter. You did report the matter to your insurance broker. If nothing got done, then he was the one that failed to act. Going on a personal campaign against a bad cop is a very risky thing to do. They have a TON of power to screw with you, and they're bad, so there's no reason to think that they won't.
The lack of action on the part of the officers that you inform is, in my opinion, an example of one of our society's greatest problems. Every good cop knows bad cops, but generally does nothing. Every good teacher knows bad teachers, but generally does nothing. Every good surgeon knows bad surgeons, but generally does nothing, etc. etc.
