It's an unusual thing to happen, and there might more going on than just the eyelet coming loose.
But the same thing could happen with a clincher, and a tubular might be easier to fix.
If there isn't anything wrong with it, you could probably just remove the top eyelet all together.
I've had a half dozen pairs or so and several didn't have double eyelets.



But if you're talking about the bottom coming out of the rim - yeah, that's terminal.

The ones without eyelets will be stronger if you use nipple washers, which spread out the stress on the rim wall, reducing the stress risers. If the rim wall is already pulling or cracked, I don’t think I’d keep it except as a stretcher. Aluminum should not be cold set, and those already have been.
