Loose brake lever - how to tighten it up?

Hello,

I've been riding bikes for 40+ years, but never really knew too much about maintenance and repair aspects. Today I received a brand new bike through mail order. Box was in great shape (it went express so mostly by plane) and opening up the package everything looked to be in good order.

The only issue I found is the first time I sat on the bike, I pulled the brake levers to test them out. While I would say the levers feel looser than most I've touched, the left side was notably more so and the right felt more stable. Upon taking a closer look, I could easily push the left lever from it's centered position to either one side or the other and it would sit there unless I moved it back to the center. With the lever on the right I could not do this - it doesn't really budge at all from the center (using the same amount of light force).

I tried to tighten the screw without using too much force and it seems to be fairly tight already. I didn't want to force it too much.

Would tightening the position of the lever be related to this screw and nut? Or is the lever loose due to the tension on the brake cable not being tight? When pressing the lever, it does feel the brake quickly and fully engages.

What I mean is the bar part (-------) I can basically pull it up and down without much effort.
