I ordered a NOS chromoly stem from eBay which fits this steerer tube... But then I realized with the design of the corner bars, there is simply no way to squeeze them into the stem, which has no removable clamp.
Choosing a bar because it fits the stem seems back-asswards to me. Get a stem with a removable face.

I ran moustache bars on a Surly Steamroller for a while, and while I liked them for some things, I found that they put me further forward than I liked when I was in the "hooks," and that's really the only position that gives you access to the brakes. IMO, moustaches are a "try before you buy" bar.
