the problem is an aluminum frame, stainless steel hubs/skewers, and time. Those two metals in contact eventually weaken the aluminum. Using a good paint coating that isolates the two (preferably on both the steel and aluminum parts in contact) negates this eventual weakening/corrosion. This is why modern aluminum frames use different alloys, better resisting such effects.
