Bikes: 1967 Paramount; 1982-ish Ron Cooper; 1978 Eisentraut "A"; two mid-1960s Cinelli Speciale Corsas; and others in various stages of non-rideability.

My thoughts:

Bar tape: White would work, as would blue or red to pick up the stripes in the graphics. But if in doubt, I say go with black. Black bar tape is (almost) never wrong.

Cables: Black, white or standard Shimano gray. I agree with obuckler; red would stand out too much. I think the same is true for other colors with one possible exception: if you use blue bar tape, blue cable housing would work as well. I did this combo on an all-white frame that had solid blue block letter graphics, and it looked pretty good.
