I'd recommend bbbike but that doesn't have whole countries. You might still be able to get a region large enough for what you need (few people need the whole US). Make sure to use ASCII (not Unicode) versions.

So many options. I need to update the maps on my etrex20x that I use as a backup for randonneuring and primary navigation for off-road motorcycle riding. Which one do I choose?
