It wasn't the fork. It was the steerer which was recalled. Check out post #2548 in the Helix Update thread -

You should be easily able to identify the larger weld at the base of the "stem" if your bike has had the upgrade. If not you should mail them at
hello@helix.ca quoting your frame serial number and request the recall to be initiated.
