Look for bikes that came with 27" wheels. Run 700c. Presto! Room for both fenders and real tires. (Very unlikely to come with vertical dropouts and the tubing is likely to be heavier; ie more sturdy.) I'd stay away from the Raleigh International. 531 tubing is good stuff but not stiff, at least not in the skinny tubes of that era.)
