I don't buy new wheels. There are just too many good used wheels out there, some come in the form of a complete bike. A set of used wheels will typically come with good tubes, sometimes good tires too, but not always.

I tend to aim high on the used wheels.

Buy right, and the wheels can be free (buy in the form of a complete bike, where other parts more than cover the price of the bike). Example, picked up this neglected Nishiki Tri-A two weeks ago, pretty much full Shimano 600 components. Wheels transferred to another bike: nice 700C rims, Shimano 620x hubs, stainless spokes. Remaining parts like the crankset, derailleurs, shift levers, and headset all have value. Borrowed the wheels "temporarily" as I am on the road, so I may just rebuilt this bike and send it on to a new home eventually.
