After searching again for measurements, my valuation comment would be:

Not $700, not even in Seattle. Maybe NY?
Realistically in Seattle on CL = $350 after cleaning/polishing and waiting patiently for the right buyer.
Drawbacks are freewheel straightblock, tubulars (for most), amount of 'chipped to metal' paint, super steep HTA, lesser valued brand.

Positives would be -
size looks to be 56-57? = Good.
Chrome fork crown draws eyes (hightlight it with sticker)
Red - shine it til it outshines the nicks.

Packing a bike for shipment is also not a job for newbies. And not usually disassembling, degreasing, cleaning, polishing.
