I'm 6'1.5" and I prefer a 63cm and find a 64 just too big, yet Merziac is an inch shorter and he's happy with a 64cm. Just relying on seat tube length and ignoring top tubes can create issues but sellers never seem to list top tubes (or crank length) so I guess it's always always best to test drive.
The one new bike I bought, back in the mid 90s, before I knew, I was fitted for a 56, by the owner. I never got comfortable on that bike, and now ride 60/61, with shorter than 59 top tube.
