Now THAT is a punishment I'd be in favor of.
Seriously though, I just don't see house arrest as an effective punishment for this. If anything it will give him lots of time to breed resentment from the comfort of his house. Stick him in jail for a couple nights if you want to teach him a lesson. I doubt he's going to learn one on house arrest.
The way to fix this is to teach our boys that it is not acceptable while they are growing up. I've had 13 year olds harrass my roomate and I while we were out, it's ridiculous.
