bout three weeks later my shifters started getting stiff then eventually locked up in there lowest position s they won't move at all (spin shifters)

You need to find somebody who knows a little bit about bikes and have them look at it. As noted, these bikes are not great and not durable, but a back-yard mechanic can probably figure out what is wrong. You could take it to a bike shop but it could well cost more to fix in that you paid for it.
