I'm clearly a "fair weather cyclist". For me, in WestCentral (maybe a bit South) Wisconsin, the cycling season runs from mid-April to mid-November but can vary at the extremes. While I have clothing appropriate for earlier and later riding, I just don't enjoy cold, wet windy rides. It's almost never too hot for me here but even in the Summer months, rain and/or wind demotivate me. It was actually quite warm today (mid-60s) but the wind was gusting in the 30mph range. I stayed home .
