Yes, the main frame looks to be a Paramount, but the fork is definitely not original. As was mentioned, the NDS rear dropout will give you the year (first two digits). The decals are the type used from 1974-76, but as it is a repaint (no rear chrome socks, etc.) you can't tell anything by them. Just make sure to check the frame carefully for damage, especially considering the replacement fork.
