Actually, plastic spoke covers work pretty well and don't weigh much more, if any, than carbon. Covering the spokes gives a lenticular wheel, which actually outperforms a flat disk in a lot of real-world circumstances. Now, if you're talking about those bolt-on covers for BMX wheels, then yeah...
