You would require a frame with short reach, enough stack height to suit your position at the bars, and a very long setback seapost installed.

The old Marin Ravenna and Marin Argenta bikes in size 47cm would fit pretty good, with something like a 45mm-or-more setback seatpost.
You can search around online and come across some very setback seaposts.
