In it's final year (1977) the Mistral id switch from Simplex to SunTour derailleurs but based on the graphics, this is a 1973-1976 model. The tubeset is plain gauge Reynolds 531 main triangle with hi-tensile stays and forks. Rims ar 27", aluminum. THe Mistral was basically the equivalent of a Raleigh Super Course.
