I concur, those are Shimano bar end shift levers. It looks like the owner swapped out the complete shifting system, as the rear derailleur looks like it may be a Shimano Titlist or even a Crane. That would be interesting, as the Titlist and bar end shifter combination was used up the next step higher Silver Ghost model. In it's final year (1977) the Mistral id switch from Simplex to SunTour derailleurs but based on the graphics, this is a 1973-1976 model. The tubeset is plain gauge Reynolds 531 main triangle with hi-tensile stays and forks. Rims ar 27", aluminum. THe Mistral was basically the equivalent of a Raleigh Super Course.
