No, the cage is supposed to be parallel to the chainrings. Look at the video again. You start with it in .5mm then you use the support screw to move the tail out and make the cage parallel. The derailleur won't move in very much if it's set up properly and you back off the low limit. You have to undo the cable then back off the tension screw and make sure the tooth on the black cable clamp plate is rotated back forward and touch where the tension screw comes out.
