When I first saw the housing that was my thought. Unfortunately the cable is for a flat bar (mtb) brake lever not a road lever.

I have to agree with smd4 that those housing stops are most likely for a cheaper flat bar brake lever.

I’m sure someone will pushback and state it could be a universal cable with both road and mtb nipples. But then again, Jagwire, (.com), probably isn’t concerned about supporting a type of lever than became obsolete 35 years ago.
