I would be changing the gearing to a wider ratio freewheel, triple crank set, MKS Sylvan touring pedals, wider Rene Herse tires, front bag and rack, shorter stem ( Nitto Technomic ) and better seat etc. so a bit involved so want to insure it is worthwhile. If I can squeeze 38 mm tires with fenders that would be great but 35 is probably the limit.

Idk but I think you should try it and let us know. Sounds like a reasonable price for the area, if it's legit.
