The cotter pins endured for a while on the low-end bikes, but I think yours is fairly old. Maybe late 1960's up to mid 1970's. I presume the bike came with some kind of center pull brakes which were popular in that era, but faded quickly by the late 70's.

The bike kind of reminds me of my Steyr from Austria.\

Anyway, during the 1970's, it wasn't uncommon to have rebadged store brand bikes.
