Your bike shop can probably do that. I gather the idea is to find an opening, stick the WD40 tube in there and just spray, work the lever, spray some more, work the lever, until the mechanism works smoothly. Be aware, it will be messy.

And why am I getting a sidebar ad showing various cuts of raw meat and what looks like a pickled fetal pig?? It's kind of horrifying.
