That actually happens with a lot of road bikes and commuter bikes with 27" or 700c wheels. It's generally accepted that at the speeds required to safely turn the wheel that much, you probably won't be pedaling. I only encouter it occasionally when I'm doing a tight, low-speed turn on a bike path or in a parking lot.
