i think you'd be surprised at how many smaller track bikes suffer from toe overlap. that tight geometry and big wheels (relative to frame size) make it pretty hard to get around.
as for the redline; your toes have to clear the front tire AND the fenders. so in smaller size frames, YUP your probably gonna have to learn to live with that.
my girlfriend rides a 56 or 58m crosscheck and has the same issue with the fenders. we trimmed the little metal adjusters (the rods that extend from the fork to the fenders) down as that as what was hitting her foot.
i have no problems on my 60cm frame.
